For America's 250th birthday, the National Mall show is going for the Guinness World Record. Producer Pyrotecnico (the firm behind Super Bowl halftime pyro) plans to launch upwards of 860,000 fireworks over ~40 minutes — nearly the current record of 810,904, set in the Philippines in 2016. Shells launch from 10 sites including 8 barges on the Potomac and West Potomac Park, lining the Reflecting Pool in front of the Lincoln Memorial.

Virginia and West Virginia have very different rules — and Loudoun County is the only locality on this page with a fixed, named list of approved stands. Everywhere else, see the callouts below for what's actually legal and how to find a current vendor list.

Loudoun County, VA — Approved Stands

Loudoun County Fire Marshal–approved retail stands, listed below with a map. Sales run June 15 – July 15. Only sparklers and ground-based fountains are legal for personal use — anything that shoots, flies, or explodes is illegal anywhere in Virginia.

Before you buy in Loudoun

Only purchase from a stand with a current Loudoun County Fire Marshal's Office retail permit — these have been tested against Consumer Product Safety Commission standards. For the official, continuously-updated list, check loudoun.gov/2632/Fireworks.

Everywhere Else in Virginia — Fairfax, Fauquier, Stafford, Alexandria & Arlington

Same statewide rule, no fixed list

Virginia law is the same everywhere on this page: only items on the State Fire Marshal's annual "Permissible Fireworks" list — ground-based sparklers and fountains — are legal to buy and use. Anything that shoots, flies, or explodes (firecrackers, bottle rockets, Roman candles, aerial shells) is illegal statewide, full stop, regardless of where you bought it.

Each county/city issues its own retail permits and the approved-vendor list changes year to year, so no fixed addresses are listed here for Fairfax, Fauquier, Stafford, Alexandria, or Arlington. Fairfax County's rule also covers the towns of Clifton, Herndon & Vienna, with a sales window of June 1 – July 15. Jefferson County, WV — A Very Different Set of Rules

⚠ Buying it in WV doesn't make it legal in Virginia

This is the one to get right: anything you buy at these WV stores beyond sparklers and fountains — firecrackers, bottle rockets, Roman candles, mortars — is almost certainly illegal to possess, transport, or use anywhere in Virginia, including Loudoun, Fairfax, and every other VA locality on this page. Virginia explicitly bans transporting fireworks purchased elsewhere through or into the state, regardless of where they were legally bought. If you're shopping these WV stores, plan to use what you buy in West Virginia only — not on the drive home.

WV law is much more permissive than Virginia's

Unlike Virginia, West Virginia fully legalized consumer fireworks in 2016 — firecrackers, bottle rockets, Roman candles, and small aerial mortars are all legal to buy and use statewide, with no date restrictions under state law. That's why you'll see large, well-stocked fireworks stores clustered along the Virginia/WV border near Charles Town, Inwood, and Martinsburg.

But check town limits before lighting anything: several Jefferson County towns are more restrictive than the state, including Charles Town and Ranson, which both ban discharging consumer fireworks within town limits even though it's legal to buy them there. When in doubt, fire from outside any town's corporate limits, or stick to a public display instead.

Quick rules

No personal fireworks (including sparklers) and no outside alcohol at county-run events. Fireworks that rise, explode, travel laterally, or emit projectiles are illegal anywhere in Virginia — a Class 1 misdemeanor. Use only outdoors, away from structures and brush, with an adult supervising and water on hand. Soak spent fireworks overnight before disposal, and never relight a dud.
